What software can I use to design an RTS game?

I like to design relatively simple (but fully programmable / customizable) strategy game in real time to the PC. What are the options for software? I have programming / design experience, so I should not something rediculously easy. I presume it would not be free, and all suggestions are welcome.

I'm not experienced enough to give an opinion as to what software you use. So I went to sourceforge.net to see what open source projects RTS were being developed. These are free downloads and also include information and programming code.
